| 摘 要： | 我国政府采购的救济制度体系形式上较为完整,但实质上起不到公正、充分保护供应商权益的目的。现有政府采购制度体系下的各项措施存在许多缺陷,结合GPA协定的要求,应当重视以当事人权益救济促政府采购立法宗旨和目的的实现,从整合询问、质疑机制,撤销投诉机制等方面重构我国政府采购救济制度体系。

| Abstract: | If spite of our government procurement relief system is more completed formally,as a matter of fact,the purpose of fairness and full protection of the rights and interest of suppliers will not be achieved.Analyzed of the existing measures under government procurement system,combined the requirements of the GPA,the author come up with the idea of reconstructing government procurement relief system of China. |
