| 摘 要： | 建设公共服务型政府是各级政府进行机构改革的目标,县级政府的职能重构也是公共服务型政府建设的基本保障和重要前提。发展地区间经济的合作、维护经济秩序、加强公共服务的建设、强化解决社会矛盾的职能、完善社会保障体系等是县级政府在新的历史背景下职能重构的重要任务。明确县级政府的主要职能,认识职能重构过程中亟待解决的相关问题,实现县级政府职能的逐步转变,是服务型政府建设的重要实现途径。

| Abstract: | Construction of public service government at all levels of government is the goal of institutional reform.County govern ment functions remodeling is the basic guarantee and the important premise.There are some important tasks,developing regional eco nomic cooperation,the maintaining the economic order,strengthening the construction of public service,strengthen the functions of social conflicts,improving the social security system.What’s more,to realize transformation of government function as service-centered government,it is essential to make clear the main function of the government,know functions of the remodeling process related problems. |
