上海黄浦江无证小船非法搭靠外轮问题及对策研究

近年来，上海黄浦江出现大量无牌无证的小船，部分无证小船与外籍船舶非法交易，甚至盗抢外轮，引发了多起涉外案事件和群体性事件，并给恐怖分子造成可乘之机，直接威胁上海世博会的成功举办。为了保障上海世博会安全，公安机关与相关职能部门应当加强联合管理，完善治理对策。

In resent years,some boats have unlawfully traded with foreign ship on Huangpu River and caused a serial of mass events.In order to assure the security of Shanghai Expo,public security organs should make an alliance with other functional departments against the common enemy and improve some countermeasures.
