| 摘 要： | 处在社会转型时期的中国,社会矛盾急剧发生,面对复杂的社会问题,单由政府的管理远不能满足日益发展的社会需要。作为社会治理不可缺少的力量,民间组织无论是理论上的支持,还是实践上的需要,都要求以其独有的特点和方式来弥补政府和市场的失灵。从发展趋势而言,民间组织将是社会治理的主要力量。
