现代社会中最常见的寻租活动是公共行政权力主体的寻租行为,主要指一定的国家公共行政权力主体,利用法律赋予的某些合法的公共行政权力,通过不正当的途径或方式,按照等价交换的原则,非法地实现一定的公共行政权力与一定的经济财富之间的交易,或一种公共行政权力与另一种公共行政权力的交换的特定行政现象,即通常所说的以权谋私、权钱交易或腐败。

Rethinking about Rent-Seeking Corruption and the Governence in the Process of Social Transformation

The most common rent-seeking activities in modern society is the rent-seeking behaviour of public administration power,it refers to the main power of certain countries,using some legitimate public administration power by law,through improper means or manner,in accordance with the principle of exchange of equal value,illegally achieving certain public adminstration and transactions between economic wealth and public authority;or specific administrative phenomenon of power exchange between one public administration power with another,which is known as exchange between power and money or corruption.
