论道路交通安全教育权

我国严峻的道路交通安全形势,与当前宣传教育方面存在的种种问题有密切关系。宣传教育不够,直接导致交通参与者交通安全意识淡薄,交通违法现象突出。落实"道路交通安全教育权"是提高公民交通安全意识的重要手段。道路交通安全教育权是公民和国家、交通管理部门及其它单位共同的权利与义务。制定《道路交通安全教育法》,使道路交通安全教育有法可依,是落实道路交通安全教育权的必要条件。

The insufficient publicity and education directly led to the dim awareness of the traffic participants and the prominent traffic violations. Carrying out the right of safety education in road traffic is a vital measure to improve citizens' awareness of traffic safety. The right of safety education in road traffic is both a privilege and an obligation for the citizen, the state,traffic management division and other units. To enact certain laws concerning the right of safety education in road traffic is the requirement of the practice of such a right and the guarantee of the smooth-going of the right in a legal way.
