The Role of Government during the Course of Community Self-Organizing Capacity Building

At present time,the government plays an irrational role in the practice of community self-organizing capabilities in China,so we shall know what the right role of government is.Under the leading of scientific development concepts,the countermeasures to rectify the government's irrational role are as follows:banish the wrong concepts of government omnipotence to fully understand the behavioral limitations,make effective response of plural requirements in community services to construct the multi-governance patterns of cooperative network,innovate current public community administrative system to set up institutional platforms for free participation of community residents,get rid of the administrative trends in community committee to reinvent the legal foundation of community self-organizing activities,follow the principle of contingency and development to realize the effective innovation of community policy-running in time.
