联合政府的提出及其宪政意义

1944年,中国共产党借助大后方所兴起的宪政运动,提出了联合政府的政治主张。联合政府主张本身是一个内涵不十分确定的政治主张,且缺乏坚实的法理支撑。但是,在当时的历史条件下,它提出了多党政治的要求,把一种理论的、宣传的宪政运动变成了一种实际的、可进行操作的宪政运动,将抗战时期的宪政运动推向了高潮,标志着民主宪政开始成为时代的主题。

Raising of Coalition Government and the Constitutional Significance

In 1944, the CPC put forward the political notion of coalition government by means of constitutional movement in the rear. The notion of coalition government itself has not a definite meaning and it lacks sound jurisprudent support. Nevertheless, under the history of that time, it put forward multi-party system, changed the theoretical and propagandist constitutional movement into practical and operational one, pushed constitutional movement in the period of anti-Japanese war to the climax and thus it showed that democratic constitutionality began to be theme of the day.
