NGO与国际社会的转型

同国内社会一样,国际社会也处于不断的转型之中,国际社会的转型是一个同质分化和异质整合的动态过程;当今国际社会转型最显著的特点是NGO国际网络的形成;NGO是国际社会分化的产物,反过来,它又对国际社会具有整合的功能,这种功能具体表现在NGO作为全球治理的一个层次发挥着相应的治理功能,NGO的宗旨在于谋求可持续发展,其治理功能是有效的,但作为一种非正式的制度安排,它的治理绩效又是非常有限的。

NGO and the Transformation of International Society

Just like Domestic Society, International Society is also in the process of transformation. This process is that of division of homogeneity and integration of heterogeneity of international society. The most obvious characteristic of current international society is that the NGO international network is taking shape. NGOs are the result of international society division, but on the contrary, it has the function of integrating the international society. This function is shown with NGOs' function of a specific level of global governance. NGOs' aim is striving for the sustainable development, its governance is efficient, but as a kind of non-governmental arrangement, its governing efficiency is limited.
