The Establishment and Action of Three Systems in the Regularization of Railway Police Organs

Three Systems is a general concept which refers to the system of work standard,the system of merit evaluation,and the system of reward and punishment.It is an important measure,made by the Public Security Bureau of Railway Ministry,to promote the regularization of railway police organs and to meet the needs of modern police reforms.The main purpose of this paper is to probe into the meaning of Three Systems and the contents,position and function of each system according to the establishing background and foundation.
