加强社会治安防控体系建设是公安机关应对社会治安新的挑战的战略举措。该防控体系应主要有社区治安防控、街面治安防控、卡口治安防控、单位治安防控和村街治安防控等五方面的内容构成,并在内部建立起信息预警机制、指挥机制、勤务运作机制、整体作战机制、责任考核机制,以有效整合防控资源,发挥防控功能的最优化。

On the Practice of Reinforcing the Prevention and Control System of Social Security under the New Situation

Reinforcing the prevention and control system is a strategic measure for public security authorities to face the new challenges in social security affairs. The prevention and control system should consist of five aspects: the prevention and control of district security, the prevention and control of street security, the prevention and control of toll-gate security, the prevention and control of unit security and the prevention and control of village security. The internal information forewarning system, commanding system, service operating system, integrated operating system and duty assessing system should be set up for the effective use of prevention and control resources, which can best put forth the function of the prevention and control system.
