经调查,山东聊城市青少年犯罪人数占犯罪总人数已由1998年的30.7%上升到2000年的32.2%,青少年犯罪的特点主要表现为农村青少年居多,文化程度低,财产型犯罪居多,手段成人化等.解决的办法全社会要认识到预防和减少青少年犯罪的重要性和紧迫性,全社会齐抓共管,成人要率先垂范,为青少年做出榜样;在农村要加快农业各项事业,尤其是教育事业的发展,有效预防和减少青少年犯罪的发生.

A new view on how to prohibit young people from criminal offence

Based on some investigation, the criminal number of youths in Liaocheng city, Shandong, has ans- en from 30.7% of 1998 to 32.2% of 2000 in the percentage of total statistics of criminal offences. The char- acteristics of these young criminals can mainly be represented as follows: most of them are country youths; their education is at a low level; most criminal cases are the type of property assault; the criminal methods have adult style, and so on. Some solution methods have been proposed in this article: The importance and emergency for prohibiting and decreasing the criminal offences of youths should become a common sense in all the society. A sweeping movement of controlling coordination should be developed in all the society. All the grown-ups should make a good example for youths. Every kind of agricultural enterprise, particularly that of education, should be promoted in countryside. Only with these efforts, can the criminal offences of youths be effectively prohibited and reduced.
