| Abstract: | Constitution should be the basic starting point when discussing administration by law. Constitution is the fundamental law of a nation, and it illustrates a basic social system. It also represents the fundamental interest of the Communist Party of China and Chinese people. Therefore, ruling the nation should be based on the Constitution. The activities of the CPC should also be limited within the scope of the Constitution and laws. All members of the CPC should firmly establish the idea of socialistic ruling by law. |
