| 摘 要： | 传统的福利型城市集中供热面对热费收缴困难、财政投资不足和竞争加剧的现实,建立市场运行机制,已成为必然.在市场化建设中,以国有企业组织形态存在的集中供热,必须解决产权明晰和分户计量收费问题;城市集中供热通过资产整合发展壮大,通过强化成本管理、应用先进的技术手段提高竞争力.

| Abstract: | Facing on the difficulty of charging, deficiency of public investment, graveness of competition,establish the market system on conventional centralized-heating is necessary. Of the marketing construction,as state owned enterprises, centralized-heating must clearly define the property rights, measure quantity of heat from door to door. Asset restructuring is the development trend of centralized-heating. The competence of centralized-heating can be improved by strengthening cost manage and using advanced technique. |
