| 摘 要： | 目前,公安机关普遍存在适用留置盘问范围过宽的问题。理解留置盘问的条件是正确适用它的前提。把握适用留置盘问的条件应从相关法条的文理、现有证据能否表明“嫌疑”以及是否立案三个方面进行。此外,还必须注意适用留置盘问的法定程序要求。
