假释监管体系的反思与重构

据调查显示，我国监狱在押犯数量呈逐年上升的态势，在押犯的假释率一直处于较低的水平，大量罪犯滞留在监狱内部，然而监狱现有的机构人员设置及经费却无太大改现，监狱的负担在加重。扩大适用假释的关键在于能否对假释罪犯进行有效的监管，我国假释监管体系存在机构设置失当和衔接机制缺失等弊端，必须在尊重刑事执行规律的基础上对其进行重构。

The Reflection and Reconstruction about Parole Surveillance System

In China, there is a growing number of criminals who are put in jail. While the parole rate is quite low, quantities of convicts are in the prisons according to the survey. However, the prison faculty and stuff as well as the expenses of the prison have not changed accordingly, which makes the burden of prisons hard up.The key to expand the scope of application of parole is to regulate the supervision of parole effectively. There are some weak points about our country＇s supervision system of parole, such as inappropriate organization structre and lack of coordination mechanism; therefore, it must be reconstructed on the premise that the law of criminal enforcement is obeyed.
