| 摘 要： | 新时期我国社会迅速发展,执法实践中涌现出了大量的新类型治安案件。《治安管理处罚法》对于行政管束、治安调解以及量罚等问题,在具体适用上作出了明确的规定;对有些应当处罚的违法行为,在种类上有了新的增加;在执法程序上,作了具体规定。这对于正确处理新问题,逐步规范和完善公安执法是一个有力推动。
