打击零星贩毒是当前禁毒工作一项经常性的重要工作。零星贩毒具有隐蔽性强、风险小、交易快等特点 ,但社会危害性巨大 ,是禁吸工作的最大障碍。打击工作中在认识方面、证据方面和缉毒力量等方面都存在一些难点。为取得禁毒工作的全面胜利 ,必须研究打击零星贩毒的对策。主要是 :提高认识、转变观念 ,把打击零星贩毒工作放在与打击大宗贩毒同等重要的位置 ;加强宣传教育 ,增强全民禁毒意识 ;依法打击、强化证据 ,确保打击力度 ;完善立法、增加投入 ,加大打击力度。

The Characteristics, Crackdown Difficulties and Countermeasures to Scattered Drug Trafficking

The scattered drug trafficking is the largest obstacle of the drug ban work because of its great harmfulness though it's highly concealed, slightly risky and quickly transitioned. There are difficulties in understanding, proof and strength of drug ban in the work of cracking down the crime. We must, therefore, study the countermeasures in order to win the complete victory of drug ban. They are: improving understanding, changing modes of thought, taking cracking down the scattered drug trafficking as important as cracking down serious drug trafficking; strengthening publicity and education, improving the conscience of drug ban of the public; cracking down in accordance with the law, paying attention on proof, ensuring the strength of cracking; perfecting legislation, increasing investment and strengthening cracking.
