新疆反分裂与反恐怖立法性质与依据研究

为了有效应对“东突”民族分裂主义与暴力恐怖活动的威胁。维护新疆乃至全国和谐稳定的政治局面。亟须制定《新疆防范分裂恐怖活动工作条例》。该条例具有地方社会管理立法的性质。其目的是为了有效预防分裂与恐怖事件的发生。目前，我国宪法、民族区域自治法及立法法的规定，为我们制定这一条例提供了明确、充分的立法依据。

Research on Nature and Basis of Anti-splittism and Anti-terrorism Legislation in Xinjiang

To effectively copy with the threat of ＂Eastern-Turkey＂ ethnical splittists and violent terrorism, maintain the stable political situation of Xinjiang and the whole country, the establishment of ＂Antisplittism and Anti-terrorism Regulations in Xinjiang＂ is a desiderata. The regulation can be regarded as a local social management lawmaking. Its purpose is to validly prevent the occurrence of split and terrior affairs. Currently, the provision of the Constitution of China, Autonomous Laws in the Antonymous Region and Legislation Law provide us the definite and efficient lawmaking basis to establish Anti-splittism and Anti-terrorism Legislation in Xinjiang.
