论“省直管县”改革的现实条件与制约因素

On the Practical Conditions and Hindering Factors in the Reform of Provincially Administered County

The reform of setting provincially administered county is of some kind of historical inevitability.Nowadays,the development of market economy,the strengthening of law-guided administration,the improvement of transportation and communication provide favorable conditions for the reform.However,some possible barriers will stand on the way including the difference and un-acceptance of local culture,the lack of universality of the reform project and the interest conflict between municipal and provincial government.Therefore,these hindering factors should be taken into account and relevant responding measures should be put into practice.
