| 摘 要： | 我国的灾害事故管理体制尤其是应急处置的管理体制存在着很多问题和不足。本文通过剖析当前我国应急处置管理体制存在的几个问题,借鉴国外的有关经验,对我国应建立统一、高效、规范的灾害事故应急处置管理体制提出了几点思考。

| Abstract: | The author was probing into the existed some questions of management system about the emergency handling the disaster or accident in our country. At last, the author was setting forth the measures of perfect the management system of emergency handling the disaster or accident. Namely, establish an integrated management system of emergency handling the disaster or accident, and make it guarantee for laws, training, maneuvers and so on. |
