| 摘 要： | 安邦定国，讲求情、理、法，其亦有三大坐标。即：对官、民、匪都要一视同仁，均须讲究情、理、法，但关键在于能对官讲法，能对民（特别是对弱势群体）讲情，能对匪讲理。禹州根据特定之环境，以其已取得良好成效的大治安实践，对安邦定国的三大举措及其坐标进行了解读。

| Abstract: | To settle and stabilize a nation, emotion, reason and law are of vital importance. It is also required that government officers, citizens and bandits should be treated equally, which is featured by limiting officials＇ power with law, having emotion over citizens, and punishing bandits reasonably. YuZhou＇ s practice in public security has been a successful example for supporting such an idea. |
