| 摘 要： | 我国属于自然灾害及安全生产事故频发的国家,而近年来我国为了有效预防以及应对自然灾害及安全生产事故订立了一系列的法律、法规,这些法律规范的订立为政府及相关部门有效的预防及控制灾害提供了法律依据及法律手段。作为防灾减灾的法规范需要依托一个有效的法律体系来相互支撑,形成基准法和特别法之间的配合,法体系构建中需要注重法的有效规制功能,以及法体系之间的配合与衔接。

| Abstract: | China is a country where natural disasters and production safety accidents occur frequently. In re- cent years China has issued a series of laws and regulations to effectively prevent and cope with natural disasters and production safety accidents, which provides legal base and means for relevant departments to effectively pre- vent and control disasters. The laws of disaster prevention and mitigation require an effective legal system as a sup- port to form a coordinating mechanism between reference laws and special laws. |
