政府绩效管理:当前的实践与未来发展路径

摘    要:政府管理改革的绩效化取向已经成为各国政府治理的一个必然趋势,中国的实践在地方层面取得较多的突破和经验:绩效评估开始转向绩效管理,向统一规范的方向发展、强调公共服务和责任履行等等。但由于重评估轻管理、法制技术文化组织上的不足、相关体制改革的制约等问题,阻碍了政府绩效管理的推进与改善。鉴于此,应通过更多的实践,从地方入手提供法制保障、同步推进行政和财税体制改革等措施,实现真正意义上的政府绩效管理。

Government Performance Management:Current Practice and the Way of Future Development

Abstract:Performance management has been inevitable trend in the government reform.The experience and breakthrough in China's practice include performance evaluation changing to performance management,developing in unified and normative direction,emphasizing more on the role of government etc.But the problem hinder the propulsion and improvement of government performance management that laying stress on evaluation and despising management,deficiency of legal system technology and cultural organization,restriction of system reform.In view of this,through in more practice,we should provide the legality in local government and carry out the reform in finance and tax system to realize a real sense of government performance management.
