| Abstract: | In this article, the author discusses the strategic policy of rule by law and by morality simultaneously and traces back to the theoretic origin of this important idea. By analyzing the differences between the modern concept of ruling a country and the traditional one, the paper presents the modern value of legal thought advocated by Confucian School. |
