| 摘 要： | 公安基层基础建设的主要内容是"抓基层、打基础、苦练基本功".为推进"三基"工程建设的进程以及增强"三基"工程建设的实际效果,各级公安机关在实际工作中必须首先要明确"三基"的内涵和外延,要正确处理好这三方面内容的关系并突出重点,搞清楚"三基"是什么,抓什么,怎么抓这几个基本问题.

| Abstract: | The main contents of the construction of public security foundations and bases are to pay more attention to the grass roots,lay foundation for public security work and practise the basic skill hard.In order to push the process of the construction of three foundations and improve its actual effects,the public security organs at different level must fix on the connotation and extension of three foundations,deal with the relationships of three aspects,give prominence to the emphasis and make clear what is three foundations,to what we should pay attention and how to do. |
