| 摘 要： | 党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》(以下简称《决定》)提出了要构建"和谐社会"的目标。刘志军部长在南昌铁路局调研时指出:铁路作为国民经济的基础设施和大众化交通工具,在构建和谐社会中肩负着重任。要为构建和谐社会作出积极努力。本文就和谐社会理论进行分析,探索铁路的和谐发展。
