| 摘 要： | 行政法律行为效力问题是目前行政法学研究中较为薄弱的环节，学界与实务界对这个问题的研究存在一定的分歧，故有必要加强对这一问题的探讨，力求行政法律行为理论客观真实的反应行政法治实践。笔者通过结合公共行政实践对前人的理论进行系统梳理，揭示出行政法律行为具有存续力、既决力与实现力，三者相互联系，共同作用于行政法律行为的实施过程。

| Abstract: | The validity of administrative legal acts is a weak link in the study of administrative law. As controversies still exist in both theoretic and practical field, further research is deserved. Theoretic study should correspond with administrative practice. Based on existing theories and public administration practice, this paper tries to reveal administrative legal acts＇ force of existence, force of res judicata and force of implementation, and the relationship of each other in the operation of administrative legal acts. |
