| Abstract: | ‘Somalia’ is often portrayed as the quintessential ungovernable, failed state – with pirates, terrorists and humanitarian crises as a consequence. This article tells how Somalis in Somaliland and Puntland today have realised a degree of successful governance in the Horn of Africa. |
