| 摘 要： | 制度具有根本性、全局性、稳定性和长期性的特征,有效构建高校反腐倡廉制度体系,努力形成用制度管权、按制度办事、靠制度管人的体制机制在加强高校反腐倡廉建设方面尤为重要。首先,对当前高校反腐倡廉制度缺失或不健全现象的主要表现进行阐述。其次,着重对构建高校反腐倡廉制度体系提出对策建议。
