美国国会涉台提案的发展

对1977年至2006年共15届美国国会共计240余件涉及台湾问题的提案进行了分析,发现利用台湾问题牵制中国发展.共和民主两党斗争、利益集团和选区利益压力、意识形态偏见以及"台独"势力对国会议员的游说接触、利益收买,是决定美国国会涉台提案出现的主要原凶。国会的涉台提案行为,对中国的统一大业、对中美关系的发展,起了极其消极的作用,但随着中国的全面崛起,它们无法改变中美关系向前发展的大局。

An Analysis of Bills and Resolutions Concerning Taiwan in the U.S. Congress

This paper analyzes more than 240 congressional proposals and resolutions concerning Taiwan in the fifteen congresses from 1977 to 2006.The factors behind these proposals and resolutions include:the U.S government's strategy to constrain China's development by playing the Taiwan card,the internal politics of the United States,and the Taiwanese authority's lobby.Although congressional interferences in the Taiwan issue may result in substantial damages to China's interest,as in the cases of the Taiwan Relation Act and the permission of Li Denghui's visit by the Clinton administration,they cannot change the basic course of the development of the Sino-U.S.relations because of,first of all,China's peaceful rise.
