| 摘 要： | 国企产权制度改革的出路不在于通过改制"国退民进",也不在于国有资产私有化。惟一的出路在于以平等独立的物权理念,建立统一、独立的财产利用制度,并通过立法对国有企业经营权作出明确而具体的规定。

| Abstract: | The approach of property right reforming of state-owned enterprise neither lie in the way of "state-owned economics retreating and private-owned economics entering",nor in the way of privatization of state-owned property. The only approach is to construct the uniform,dependent utilization system of property by the way of equal and dependent property right idea, and lay out explicit and concrete regulations of the management right of state-owned enterprise. |
