群体性事件的成因与对策探析

市场经济的建设呼唤着民主进程的加速推进，它一方面唤醒了民众的主体维权意识，另一方面过渡膨胀的主体意识，又诱发了大量的群体性事件的发生。在转型期社会中，为了有效控制群体性交发事件发生：一要保持畅通的公力救济渠道；二要坚持社会公平的制度取向，防止贫富差别日益扩大；三要转变政府职能，规范政府行为，切实维护群众利益；四要建立起相应的利益表达机制。

Causes for and Countermeasures to Mass Incidents

The construction of market economy calls for the improvement of democracy. It awakes people＇s awareness of the main rights, and induces mass incidents as well because of the over-expansion of the consciousness. In order to effectively control the occurrence of mass incidents in social transformation, we should maintain the smooth flow of public relief channels, adhere to the system of social justice orientation to prevent the gap between rich and poor from being enlarged too fast, transform government functions and regulate government actions to protect mass interests, and establish a corresponding mechanism for the expression of interests.
