与江苏昆山、江阴等地相比,上海郊区发展的"灯下黑"现象到了非解决不可的时候了。通过全面、系统、深入的调研和思考,我们发现,与江苏昆山、江阴等地相比,上海郊区发展的差距并非是局部性的,而是整体性的系统不足;对于与江苏昆山、江阴等地相比的上海郊区发展中的落差,应该站在上海发展全局的高度来统筹谋划、全面认识,立足于市级和区级两个层面,关键在于加快形成城乡经济社会一体化新格局,助推上海郊区的进一步发展。
