| Abstract: | 2008 is a year of steady promotion and sound development of the rule of law in China, and also a year with frequent creation of highlights in the rule of law in the country. The 2008 has continued to witness rich and colorful developments in legislation, with further progress made in scientific legislation and democratic legislation, with orderly public involvement in legislation further increasing, and with the legislative plan adopted by the Standing Committee of the 11^th National People＇s Congress （NPC） meeting public expectation.
