贵州省突发事件应急管理机制现状、问题及对策研究

基于2010年在贵州省进行的调查，采用问卷调查、深度访谈、文献分析等方法，对贵州省突发事件应急管理机制的特点及存在问题进行研究。研究发现，贵州省突发事件频发，种类繁多、波及面广、损失巨大；突发事件应急管理机制存在缺乏科学的预测预警机制，先进技术使用和引进率不高，专业人才缺乏，应急管理理念相对落后，权责不一致，人力不足等问题。应从完善信息披露机制、加强危机管理教育、完善突发事件应急管理法律制度等方面加强建设。

Study on Emergency Management Mechanism of Guizhou

This paper is based on the survey on the emergency management mechanisms conducted in Guizhou province, using the methods of questionnaire, in-depth interview, and document analysis. Analysis indicates that various emergency events occur frequently in Guizhou, affecting broad areas and leading immense loss. Meanwhile, problems, such as insufficient scientific early warning, lack of advanced technology and insufficiency in professionals etc., exist in practice.Measures to be taken so as to cope with the problems include： completing information disclosure system, strengthening crisis management education, and optimizing the emergency management legal systems.
