| 摘 要： | 村民自治组织制度的设计中蕴含了现代民主理念,但它却带有明显的国家赋权特征,因而使村民自治制度在现实的运作过程中缺乏相应的社会土壤和必要的体制空间。从竞争观念、服务意识、契约精神等公共管理的研究视角出发,对村民自治运行中的若干问题进行描述与分析,是一个值得认真反思和探讨的问题。
