在当前开展的新农村建设，其实质是一个农村现代化的建设。要实现农村现代化，首先得实现农民的现代化，而要实现农民的现代化，必须实现农民观念的现代化。因为观念是行动变革的先导，观念决定思路，思路决定出路。因此，在新农村的建设中，我们不仅要大力发展农村生产力，建设农村政治文明，还要注意转变农民的观念，让农民在观念上树立现代意识，从而建设好新农村。
