新形势下两岸非传统安全合作刍议

近年来,非传统安全问题正逐步取代传统安全问题,成为新形势下影响两岸关系和平发展的主要威胁。因此,海峡两岸应当在原有基础上,积极采取有效措施,加强制度建设,构建合作平台,拓宽合作领域,建立危机管理机制,充分发挥NGO的作用,不断推进双方在防范＂三股势力＂、打击跨境犯罪、防治自然灾害、核能安全合作、应对突发事件和海上非传统安全威胁等方面的互助与合作,共同保障两岸交流的正常秩序和两岸民众的生命财产安全,维护海峡两岸的和平稳定和中华民族的根本利益。
