| 摘 要： | 社会保障事关人民群众的切身利益,是民生的核心问题之一。政府作为社会保障制度的设计制定和管理主体,必须要依据经济社会的发展阶段,不断完善社会保障制度,转变工作理念,创新工作机制,逐步扩大社会保障范围、增强社会保障能力、提高社会保障水平,完善社会保障机制,切实发挥社会稳定的＂安全网＂,经济运行的＂减震器＂和收入分配的＂调节器＂的作用。
