To some degree,the international community has regulated high sea marine protection area,but there is still want of direct legal basis.In this context,the legal principle reflected in the existing conventions,treaties and declarations provides the main legal basis for high sea marine protection areas.There are different principles of high sea marine protection area in international law,international environmental law and international law of the sea.These basic principles apply to High sea protection areas,and,at the same time,high sea protection area is also the specific rule from these basic principles.
