二十世纪民权运动和人本思想对社会保障的影响

当代社会保障是20世纪人权运动和民生权利诉求的自然结果,其中包括罗斯福的四大自由、贝弗里奇的社会服务报告以及中国晏阳初的平民教育运动。二战以后,罗尔斯等人的哲学思考进一步促进了社会保障向弱势群体的倾斜。自由资本主义导致的不平等和贫富悬殊需要依靠国家干预的力量得到修正和补偿。

Enlightenment from the Civil-Rights Movement & Social Security in 20th Century

The contemporary social security system stems from the human rights movement and the civil rights education in the twentieth century.Especially including Roosevelt’s four freedoms,the Beveridge’s report on social insurance and allied services,and civilian education in China’s rural areas by Dr.Yan.After the World War Ⅱ,some philosophers,like John Rawls etc,think further and promote the social security to a new point.The government will play a more important role in reducing the inequality and eliminating the poverty.
