中国公共外交的演进:内容与形式

公共外交是一国政府通过对外宣传活动实施其对外政策的一种外交行为方式。中国政府虽然在过去未正式使用公共外交这一名称,但存在公共外交的实践。中国公共外交实践的演进经过了三个阶段,在各个阶段有不同的目标、任务和特点。第一个阶段:宣传新中国,支持世界革命。第二个阶段:促进改革开放,维护世界和平。第三个阶段:介绍说明中国,倡导和平发展。从总的发展进程看,中国的公共外交实践日渐摆脱传统的“宣传”观念的影响,愈来愈接近现代公共外交理念。实现中国和平发展,需要通过有效的公共外交,逐步打造一个合作的、友好的、负责任的中国国际形象。

Evolution of Public Diplomacy of Contemporary China

Public diplomacy is one kind of foreign policy behaviour in the implementation of foreign policy through foreign publicity by a state government.In the past,the Chinese government didn't use the term of public diplomacy officially,but practiced it.The progress of Chinese public diplomacy practice can be divided into three stages,its goals and tasks were different at each stage.First,it publicized new China,and supported world revolution.Second,it enhanced reform and open to the outside world,safeguarded world peace.Third,refuted the idea that China was a threat,advocated peaceful development.To summarize,the idea of publicity was gradually abandoned,modern public diplomacy is accepted in the practice of China's public diplomacy.China should take measures to build an international image of cooperative,friendly and responsible country,in order to enhance peaceful development.
