| 摘 要： | 中国作为人口庞大的国家,在市场、政策等人为风险和灾害等自然风险面前,运用组织化途径提高公民抵御风险的能力,不仅是构建整个风险分配机制的重要内容,而且是国家转变治理模式需要认真思考的问题.
