| 摘 要： | 市管县体制在我国已实施了多年，实践表明这种体制是城市化道路的一种探索。这种体制的实施既有其历史原因，取得过重要的成绩，但也随着时代的改变而越来越体现它的缺陷。未来的改革思路是要遵循市场经济规律，并与政府职能转变相结合，按照稳中求进、由点到面等原则逐步加以改革。

| Abstract: | The city tube county system has implemented many years in our country. It is showed that that this system is the urbanized paths one kind of exploration. The implement of this system results in historical reasons. It has obtained important achievements as well as irreformable defectives. The reform path in future should follow the ride of market economy, combined with transform of government function, advance step by step. |
