| 摘 要： | 对于中国这样一个经济发展极不平衡的大国而言，经济上局部与全局关系格外重要。陈云在领导经济工作的实践中始终强调和关注中央和地方的关系，积极探索解决的途径。文章从三个方面试析陈云在这方面的思考与作为：在总体规划与布局上要有全局观和长远观；激励地方政府促进本地经济增长的积极性；不断调整中央地方关系和区域发展战略，获取动态平衡。
