浙江省监狱经费保障体制研究

监狱经费保障关系到监狱体制改革能否顺利进行。浙江省是我国经济最发达的省份之一,其监狱经济的发展在全国也处于领先地位。因而,建立以省财政保障为主、监狱生产收入为辅、地市财政为补充、中央财政按比例补助的监狱经费保障体制,有着充分的理论依据、法律依据和实践依据。这种监狱经费保障体制,符合浙江省经济发展和浙江省监狱工作的实际状况,有较大的可行性。

Study on the Prison Funds Ensuring System in Zhejiang Province

The ensured prison funds is involved whether the pr ison system reform could go on smoothly. Zhejiang Province is one of the most de veloped provinces in economy in China, the development of its prison econ omy is at leading position in the whole country. Therefore, to set up funds ensu reing system,with the provincial finance as main body ,the prison production inc ome and local finance as complement, the state revenue as asistance, have abundant theoretical foundations , legal basis and practical basis. This feasib ile system is accordance with economic development and prison state of Zhejiang Province.
