摘    要:对于劳动关系失衡这个问题,必须提高到加强执政党执政能力和工会生死存亡的高度加以认识.中国工会自上世纪90年代中期以来,受到的冲击和挑战进入到改革开放以来最为严峻的时期;就党和政府对工会的关注和支持力度而言,现在也是建国以来最好的历史时期之一;面对复杂多变的现实,工会要加强自身的改革和建设,积极应对、抓住机会、避开风险、扬长避短、发挥自身的优势.

Abstract:The greatest harmfulness of industrial relations' unequilibrium is to reduce class base of the Communist Party of China(CPC) in office.So,this problem must be understood that we should strengthen the CPC's competition as the ruling party and it is vital to the very existence of trade unions.Since the mid of 1990s,the Chinese trade unions have serious challenges.But the period is one of the best stage that the Party and the government support and pay attention to trade unions since 1949.In the face of complex and changeable reality, the trade unions should strengthen their reform and construction,actively reply,grasp opportunities,avoid risk,show their strong points and hide one's weaknesses,and give play to their advantages.
