失业人口增加:中国入世面临的最大冲击

中国加入WTO ,从长期看可以增加就业机会 ,但入世之初将难以避免市场开放带来的阵痛。进口的增加快于出口 ,国内一些弱质企业在剧烈的竞争中被淘汰 ,导致短期内的失业人口大量增加。这是入世面临的诸多冲击中最大冲击和挑战 ,关系社会的稳定和改革、建设的成败。维护职工的劳动就业权 ,是工会维护劳工权益的基础和重中之重。扩大就业 ,减少失业 ,逐步实现充分就业 ,应成为政府经济和社会发展总体战略的核心目标 ,应该把它作为一项基本国策。

The Unemployed Increase: the Largest Challenge Following the Country''s WTO Entry

China's WTO accession will create more jobs in the long run, but there are some difficulties owning to opening-up of market at the early of its WTO accession. Import volume will increase by a big margin. Some inefficient enterprises will be eliminated in a competitive market economy. That will result in increasing the unemployed in the short time. This is one of the biggest challenges after China's WTO accession. This challenge will relate to social solidarity and success or failure of reform & construction. Safeguarding the workers' right to work is a basis and key point that trade unions protect workers' rights and interests. Finding new employment, decreasing the unemployment and realizing full employment should be key targets that the Chinese government's overall strategy of economic and social development and should be a basic national policy.
