突发公共事件社会心理干预机制的构建

目前我国正处于突发公共事件高发时期,各种灾害越来越频繁地刺激公众的神经。突发公共事件社会心理干预机制的构建,有助于当事人处理迫在眉睫的问题,恢复心理平衡,安全度过重大打击后的危险期。这主要包括:危机发生的严重程度、人们对危机的了解程度、政府信息的透明程度、个人心理素质的高低等影响人们社会心理的“四大因素”,适时、效用、人本、全局等其建构的“四大原则”,干预咨询和组织系统、信息共享和处理系统、新闻报道和通讯系统、组织指挥和协调系统、专业的紧急处置系统等“五大体系”。

Establishing the Social Mentality Intervention Mechanism for Public Emergencies

Nowadays,our country is in the period of increasing public emergencies,and various calamities frequently stimulate the public.Establishing the social mentality intervention mechanism for public emergencies is helpful for the party concerned to deal with the imminent issues,resume the psycological balance and get through the dangerous period after the great hit safely.It includes four factors which affect people's social mentality,namely serious degree of the crisis occurrence,people's understanding degree of crisis,openness of government's information and individual psychological quality and so on;four principles,namely timing,effectiveness,people oriented and overall situation;and five systems,namely the intervention consults and organization system,information sharing and the processing system,the news reports and the communication system,the organization direction and coordination system and the specialized emergency disposal system.
